Life#
Semsettin Efendi was born in Istanbul in 1862/63 (AH 1279) into the Muslim (Müslüman) community; the father's occupation was "Yorgancibasi". Schooling took seven years, at a middle school (Rüşdiye Mektebi); Semsettin also wrote Turkish and had some knowledge of Greek (Rum).
The annual lists begin in 1884/85, with Semsettin as a police commissioner, third class (3. Sınıf Polis Komiseri) in Kastamonu, where the entries run to 1889/90. Semsettin then moved to Beyoğlu from 1890 to 1905, with a rise to police commissioner, second class (2. Sınıf Polis Komiseri) in 1894/95, then Bitola in 1905/06, as Polis Muduru. The last posts were in Istanbul, the birthplace, from 1906 to 1910.
Pay rose from 400 kuruş a month in 1884/85 to a peak of 2,000 in 1905/06, as Polis Muduru in Bitola, when 95 per cent of paid officials earned less. The peak lasted a single year; the next list gives 1,500 kuruş. In all, 26 years of salary come to 231,000 kuruş, 1.5 times what an official on the median salary earned in those years. The final annual entry is for 1909/10.
