Life#
Yanko Filoklis Efendi was born in Istanbul in 1840/41 (AH 1256) into the Greek Orthodox Christian (Rum) community. Schooling took nine years, at the Tuccar Mektebi; Yanko Filoklis also attended the telegraph school, and knew four languages, English, French, Greek (Rum) and Turkish, all in writing.
At about 22, in 1862/63, Yanko Filoklis began work in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 720 kuruş. The annual lists begin in 1863/64, with Yanko Filoklis as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in Shumen (Şumnu), where the entries run to 1865/66. Yanko Filoklis then moved to Istanbul in 1867/68 and Trikala in 1868/69, then Giresun from 1869 to 1877. Next came Batumi in 1877/78, then Gelibolu from 1878 to 1903. The last posts were in Beyoğlu from 1903 to 1905. Of the 171 officials whose entries span 40 years or more, 5 kept one title throughout. Entries spanning 43 years are rare, reached by fewer than 2 per cent of the 5,211 officials.
The salary went from 720 kuruş a month in 1863/64 to 800 in 1868/69, the peak, as Muhaberat-ı Ecnebiye Memuriyeti in Trikala, when 61 per cent of paid officials earned less. Over 42 years pay ended below where it began, 576 kuruş against 720. The final annual entry is for 1904/05.
