Life#
Hüseyin Necmi Efendi was born in Sivas in 1839/40 (AH 1255) into the Muslim (Müslüman) community; the father was a soldier (asker). Schooling took four years, at a school for young children (Sıbyan Mektebi).
Hüseyin Necmi began work in Sivas in 1863/64, at about 24, paid from the start, on 200 kuruş a month. The annual lists begin in 1863/64, with Hüseyin Necmi as an official (Memur) in Sivas, the birthplace, where the entries run to 1865/66. Hüseyin Necmi then moved to Amasya from 1866 to 1868, with a rise to communications official (Muhabere Memuru) in 1866/67. From 1868 to 1899 the annual entries place Hüseyin Necmi again in Sivas.
Pay rose from 200 kuruş a month in 1863/64 to a peak of 600 in 1870/71, as Muhabere Memuru in Sivas, when half the paid officials earned less. The peak lasted a single year; the next list gives 570 kuruş. Over 36 years the salaries add up to 202,860 kuruş, 87 per cent of what an official on the median salary earned. The last annual entry is for 1898/99; the list of 1899/1900 (AH 1317) gives the status word Vefat (death). An entry in "Sicill-i Ahval Defterlerine göre Sivaslı devlet adamları" by NESLİHAN EROL (2022) probably refers to Hüseyin Necmi, since the name, the birthplace and a place of service agree.
