Life#
Paskal Enveryan Efendi was born in Sivas in 1848/49 (AH 1265) into the Armenian Christian (Ermeni) community. Schooling took four years, at a community school (Millet Mektebi); Paskal Enveryan also wrote Armenian, French and Turkish.
Work began in the telegraph service (Telgraf) in Sivas in 1866/67, at about 17, with two unpaid years as a mülazım (apprentice) before a first salary of 576 kuruş. The annual lists begin in 1868/69, with Paskal Enveryan as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in Yozgat, where the entries run to 1873/74. Paskal Enveryan then moved to Vidin and Erzurum from 1874 to 1878, with a rise to official of the union post (İttihat Posta Memuru) in 1876/77, then back to Sivas, the birthplace, from 1878 to 1892. The last post was in Gürün in 1896/97.
The salary went from 576 kuruş a month in 1868/69 to 800 in 1876/77, the peak, as İttihat Posta Memuru in Erzurum, when two in three paid officials earned less. After 26 years the salary stood below the first, 540 kuruş against 576; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. Over 26 years the salaries add up to 221,076 kuruş, 1.3 times what an official on the median salary earned. The last annual entry is for 1896/97.
