Life#
Born in Istanbul in 1848/49 (AH 1265) into the Muslim (Müslüman) community, Mustafa Vehbi Efendi was the child of an army major (binbaşı). Mustafa Vehbi began work in the telegraph service (Telgraf) in Istanbul in 1865/66, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1868/69, places Mustafa Vehbi in Ioannina (Yanya) as a communications official (Muhabere Memuru). The annual lists then follow Mustafa Vehbi to four places in 13 years, with a rise to director of the second grade (2. Müdür) in 1874/75, then back to Istanbul, the birthplace, from 1882 to 1891. Next came Uluborlu from 1891 to 1898, then four places in six years. The last post was in Foča (Foça) in 1908/09. In all, 12 places on two continents, a number reached by fewer than 2 per cent of the 5,200 officials with a place of service. Few careers in the lists are as long; fewer than 3 per cent of the 5,211 officials have entries spanning 42 years or more.
The salary went from 400 kuruş a month in 1868/69 to 800 in 1877/78, the peak, as 2. Müdür in Berat, when 68 per cent of paid officials earned less. The last annual entry is for 1908/09.
