Life#
Born in Istanbul in 1848/49 (AH 1265) into the Muslim (Müslüman) community, Ahmed Rıfat Efendi was the child of a governor of a sub-province (mutasarrıf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Ahmed Rıfat also attended the telegraph school.
At about 17, in 1866/67, Ahmed Rıfat began work in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1867/68, with Ahmed Rıfat as a communications official (Muhabere Memuru) in Çankırı. Next came Karadeniz Ereğli in 1868/69, then Balıkesir from 1870 to 1878, with a rise to director of the second grade (2. Müdür). The annual lists then follow Ahmed Rıfat to Gelibolu and Veles (Köprülü) from 1878 to 1881, then Skopje (Üsküp) from 1881 to 1905. The last post was in Adana in 1905/06. Entries spanning 40 years are rare, reached by fewer than 4 per cent of the 5,211 officials. Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
The salary went from 400 kuruş a month in 1867/68 to 1,200 in 1878/79, the peak, as a director of the first grade (1. Müdür) in Gelibolu, when 84 per cent of paid officials earned less. The final annual entry is for 1905/06.
