Life#
Hüseyin Rüştü Efendi was born in Sivas in 1836/37 (AH 1252) into the Muslim (Müslüman) community; the father was a merchant (tüccar). Schooling took four years, at a school for young children (Sıbyan Mektebi).
Hüseyin Rüştü began work in Sivas in 1859/60, at about 23, with one unpaid year as a mülazım (apprentice) before a first salary of 300 kuruş. The annual lists begin in 1860/61, with Hüseyin Rüştü as a communications official (Muhabere Memuru) in Sivas, the birthplace, where the entries run to 1867/68. Next came Kayseri from 1868 to 1876, with a rise to director of the second grade (2. Müdür), then Kastamonu from 1876 to 1879. From 1879 to 1903 every annual entry places Hüseyin Rüştü in Amasya. Few careers in the lists are as long; fewer than 2 per cent of the 5,211 officials have entries spanning 44 years or more.
The salary went from 300 kuruş a month in 1860/61 to 1,000 in 1868/69, the peak, as 2. Müdür in Kayseri, when 70 per cent of paid officials earned less.
