Life#
Born in Sivas in 1865/66 (AH 1282), Mustafa Fehmi Efendi came from the Muslim (Müslüman) community; the father was a district governor or lieutenant colonel (kaymakam). Mustafa Fehmi had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Amasya in 1884/85, at about 19, with ten unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 2 per cent worked unpaid for ten years or longer. The first annual entry, for 1894/95, places Mustafa Fehmi in Amasya as a communications official (Muhabere Memuru), where the entries run to 1903/04. The last posts were in Bolu in 1904/05 and Mecitözü in 1905/06.
The salary never rose above the first in the lists, 380 kuruş a month in 1894/95, as Muhabere Memuru in Amasya, when 26 per cent of paid officials earned less. Over 12 years pay ended where it began, at 380 kuruş. The last annual entry is for 1905/06. Mustafa Fehmi probably has an entry in "Sicill-i Ahval Defterlerine göre Sivaslı devlet adamları" by NESLİHAN EROL (2022) (the name and the birthplace agree).
