Life

Cafer Bey was born in Bosna in 1866/67 (AH 1283), into the Muslim (Müslüman) community. Unpaid work as a mülazım (apprentice) lasted one year. The first annual entry, for 1895/96, places Cafer in Amasya as an assistant at a court of first instance (Bidayet Mahkemesi Muavini), where the entries run to 1897/98. The annual lists then follow Cafer to six places in 15 years, with a rise to Istinaf Mahkemesi Muavini in 1906/07 and to Bidayet Mahkemesi Basmuddei Umumi in 1911. The last post was in Istanbul in 1912/13. Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.

Pay rose from 1,400 kuruş a month in 1895/96 to a peak of 4,000 in 1911, as Bidayet Mahkemesi Basmuddei Umumi in Beyoğlu, when 95 per cent of paid officials earned less. Over the years with a salary, pay stood on average in the top 5.8 per cent of each year's paid officials, a standing reached by 34 of the 3,805 officials paid for five years or more. The last annual entry is for 1912/13. An entry in "Sicill-i Ahval Defterlerine göre Osmanlı bürokrasisinde Bosna doğumlu memurlar" by MEHMET AKGÜN (2017) probably refers to Cafer, since the name and the birthplace agree. Cafer probably has an entry in "II. Abdülhamid Dönemi Bosna-Hersekli devlet adamları" by DİLEK AKDEMİR (2018) (the name and the birthplace agree).
