Life#
Mehmet Raif Efendi was born in Istib in 1882/83 (AH 1300) into the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Raif also wrote French and held a qualification (a diploma, certificate, training or decoration).
Mehmet Raif began work in Konitsa (Koniçe) in 1901/02, at about 18, with one unpaid year as a mülazım (apprentice) before a first salary of 200 kuruş. Every annual entry from 1902/03 to 1905/06 places Mehmet Raif in the same post, communications official (Muhabere Memuru), in Kosova.
The salary never rose above the first in the lists, 200 kuruş a month in 1902/03, as Muhabere Memuru in Kosova, when one in ten paid officials earned less. In all, four years of salary come to 9,600 kuruş, 42 per cent of what an official on the median salary earned in those years. The last annual entry is for 1905/06.
