Life#
Born in Istanbul in 1865/66 (AH 1282), Mustafa Fazıl Bey came from the Muslim (Müslüman) community; the father was a brigadier general (mirliva). Work began in Beirut (Beyrut) in 1880/81, at about 16, with four unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1884/85, with Mustafa Fazıl as a communications official (Muhabere Memuru) in Edirne. Next came Jeddah (Cidde) from 1885 to 1887, then a return to Istanbul, the birthplace, from 1887 to 1891, with a rise to a post in the dispatch office (Sevk Kalemi). The annual lists then follow Mustafa Fazıl to Mabeyni humayun from 1891 to 1893, with a rise to Muhabere Memuru in 1891/92. From 1893 to 1909 the annual entries place Mustafa Fazıl again in Istanbul. The farthest post, Jeddah, lay about 2,350 km from Istanbul, and fewer than 5 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
Pay rose from 400 kuruş a month in 1884/85 to a peak of 1,700 in 1908/09, as Muhabere Memuru in Istanbul, when nine in ten paid officials earned less. Over 25 years the salaries add up to 313,920 kuruş, 2.2 times what an official on the median salary earned, a level reached by fewer than 8 per cent of the 3,805 officials paid for five years or more.
