Life#
Tevfik Bey was born in Istanbul in 1851/52 (AH 1268) into the Muslim (Müslüman) community; the father was an army major (binbaşı). Schooling took seven years, at the Maarif Mektebi; Tevfik also held a qualification (a diploma, certificate, training or decoration).
Tevfik began work in Istanbul in 1865/66, at about 14, with four unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. The annual lists begin in 1869/70, with Tevfik as Adliye Memuru in Istanbul, the birthplace. Next came Çatalca in 1880/81, then a return to Istanbul from 1881 to 1883. The annual lists then follow Tevfik to Üsküdar in 1884/85 and Beyoğlu in 1885/86. From 1886 to 1910 every annual entry places Tevfik again in Istanbul, first as Bidayet Mahkeme Azasi, from 1892/93 as Istinaf Mahkemesi Azasi.
The salary went from 100 kuruş a month in 1869/70 to 3,500 in 1893/94, the peak, as Istinaf Mahkemesi Azasi in Istanbul, when 99 per cent of paid officials earned less.
