Life#
Born in Istanbul in 1848/49 (AH 1265), Hacı Kazım Efendi came from the Muslim (Müslüman) community. Kazım had seven years of schooling, at the Maarif Mektebi, and attended the telegraph school as well.
Work began in Istanbul in 1862/63, at about 14, with two unpaid years as a mülazım (apprentice) before a first salary of 480 kuruş. The annual lists begin in 1864/65, with Kazım as a communications official (Muhabere Memuru) in Adana. Next came Aleppo (Halep), Erzurum and Trabzon from 1865 to 1873, then Gümüşhane from 1873 to 1878, with a rise to director of the second grade (2. Müdür). For 1866 to 1868 and 1878 to 1886 the lists have no entry. Kazım then moved to Tarhuna (Terhune) from 1886 to 1896. The last post was in Salihli in 1897/98. Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
Pay rose from 480 kuruş a month in 1864/65 to a peak of 800 in 1873/74, as 2. Müdür in Gümüşhane, when 70 per cent of paid officials earned less. In all, 24 years of salary come to 207,120 kuruş, 1.3 times what an official on the median salary earned in those years. The final annual entry is for 1897/98.
