Life#
Born in Istanbul in 1847/48 (AH 1264) into the Muslim (Müslüman) community, Mehmet Kadri Efendi was the child of a trader of the covered market (bedestani). Work began in Istanbul in 1864/65, at about 16, with six unpaid years as a mülazım (apprentice) before a first salary of 480 kuruş. The first annual entry, for 1870/71, places Mehmet Kadri in Damascus (Şam) as a communications official (Muhabere Memuru). Mehmet Kadri then moved to eight places in 17 years, with a rise to director of the second grade (2. Müdür) in 1878/79, then Bursa from 1887 to 1900, with a rise to acting director (Müdür Vekili) in 1898/99. Next came Peshkopi in 1900/01 and Strumica in 1901/02. The last posts were in Bursa again from 1902 to 1907, first as a chief official (Başmemur), from 1905/06 as an assistant director (Müdür Muavini). Nine provinces on two continents in all, a number reached by fewer than 2 per cent of the 5,200 officials with a place of service. Few careers in the lists are as long; fewer than 5 per cent of the 5,211 officials have entries spanning 38 years or more.
The salary went from 480 kuruş a month in 1870/71 to 900 in 1898/99, the peak, as Müdür Vekili in Bursa, when 87 per cent of paid officials earned less. The last annual entry is for 1906/07.
