Life#
Born in Svilengrad (Cisr-i Mustafapaşa) in 1858/59 (AH 1275) into the Muslim (Müslüman) community, Mustafa Rifat Efendi was the child of a farmer (çiftçi). Mustafa Rifat had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Unpaid work as a mülazım (apprentice) lasted four years. The annual lists begin in 1884/85, with Mustafa Rifat as a policeman (Polis) in Bursa, where the entries run to 1907/08. The last posts were in Istanbul from 1908 to 1910, with a rise to Komiser Muavini and to police commissioner, third class (3. Sınıf Polis Komiseri) in 1909/10.
