Life#
Haci İbrahim Ethem Efendi was born in Shumen (Şumnu) in 1870/71 (AH 1287) into the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). Schooling took nine years, at the Polis Mektebi; İbrahim Ethem also wrote Turkish and spoke Arabic. Few officials studied at Polis Mektebi; no other of the 5,146 officials with a school did.
The first annual entry, for 1888/89, places İbrahim Ethem in Hicaz as a policeman (Polis). The annual lists then follow İbrahim Ethem to Istanbul from 1889 to 1894, then Bursa, Bitola (Manastır) and Üsküdar from 1894 to 1902, with a rise to police commissioner, third class (3. Sınıf Polis Komiseri) in 1894/95. The last posts were in Beirut (Beyrut) from 1902 to 1910, first as 3. Sınıf Polis Komiseri, from 1908/09 as a police commissioner, second class (2. Sınıf Polis Komiseri). The farthest post, Hicaz, lay about 2,700 km from Shumen, and fewer than 3 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
Pay rose from 300 kuruş a month in 1888/89 to a peak of 750 in 1909/10, as 2. Sınıf Polis Komiseri in Beirut, when two in three paid officials earned less. The final annual entry is for 1909/10.
