Life#
Born in Sivas in 1864/65 (AH 1281), İbrahim Ethem Efendi came from the Muslim (Müslüman) community; the father was a chief clerk (başkatip). İbrahim Ethem had four years of schooling, at a primary school (İbtidai Mektebi).
Work began in Istanbul in 1889/90, at about 25, paid from the start, on 300 kuruş a month. The annual lists begin in 1889/90, with İbrahim Ethem as a policeman (Polis) in Istanbul, where the entries run to 1892/93. Next came a return to Sivas, the birthplace, from 1893 to 1895, then Amasya from 1895 to 1899. The last posts were in Istanbul again from 1899 to 1908, first as a police commissioner, third class (3. Sınıf Polis Komiseri), from 1900/01 as Polis and from 1902/03 as an assistant inspector (Müfettiş Muavini).
Pay rose from 300 kuruş a month in 1889/90 to a peak of 900 in 1902/03, as Müfettiş Muavini in Istanbul, when 84 per cent of paid officials earned less. The final annual entry is for 1907/08. İbrahim Ethem received the Mecidi order.
