Life#
Born in Sliven (İslimiye) in 1864/65 (AH 1281) into the Muslim (Müslüman) community, Mustafa Efendi was the child of a gendarme (jandarma). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mustafa also wrote Turkish and spoke Greek (Rum) and Russian. Few officials knew Russian; only 19 of the 5,211 officials did.
Work began in Istanbul in 1886/87, at about 22, paid from the start, on 300 kuruş a month. From 1886/87 to 1895/96 every annual entry places Mustafa in Beyoğlu, first as a policeman (Polis), from 1893/94 as a sergeant (Çavuş) and from 1894/95 as a police commissioner, third class (3. Sınıf Polis Komiseri).
Pay rose from 300 kuruş a month in 1886/87 to a peak of 500 in 1894/95, as 3. Sınıf Polis Komiseri in Beyoğlu, when 46 per cent of paid officials earned less. Over ten years the salaries add up to 41,400 kuruş, 69 per cent of what an official on the median salary earned. The last annual entry is for 1895/96. Mustafa received the Mecidi order.
