Life#
Born in Harput in 1859/60 (AH 1276), Mehmed Ziya Eefendi came from the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi); Mehmed Ziya also knew four languages, Turkish in writing and Armenian, Kurdish and Persian a little. Kurdish was rare in the service, known to 12 of the 5,211 officials.
At about 25, in 1884/85, Mehmed Ziya began work in Istanbul, paid from the start, on 300 kuruş a month. The annual lists begin in 1884/85, with Mehmed Ziya as a policeman (Polis) in Istanbul, where the entries run to 1891/92. The last posts were in Mosul (Musul) from 1893 to 1898, first as a police commissioner, third class (3. Sınıf Polis Komiseri), from 1894/95 as a sergeant (Çavuş).
The salary went from 300 kuruş a month in 1884/85 to 400 in 1893/94, the peak, as 3. Sınıf Polis Komiseri in Mosul, when 30 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 350 kuruş. Over 13 years the salaries add up to 50,400 kuruş, 64 per cent of what an official on the median salary earned. The last annual entry is for 1897/98.
