Life#
Born in Istanbul in 1845/46 (AH 1262), Suleyman Resat Bey came from the Muslim (Müslüman) community; the father's occupation was "Mutercim". Schooling took seven years, at a middle school (Rüşdiye Mektebi); Suleyman Resat also wrote Turkish and spoke French.
Suleyman Resat began work in Istanbul in 1865/66, at about 19, with two unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. From 1867/68 to 1907/08 every annual entry places Suleyman Resat in Istanbul, the birthplace, with four changes of title, from Mazbata Memuru to Surayi Devlet Azasi in 1899/1900. In place of a title the lists give Tekaud for 1898/99 and 1908/09. Few careers in the lists are as long; fewer than 2 per cent of the 5,211 officials have entries spanning 43 years or more.
Pay rose from 500 kuruş a month in 1867/68 to a peak of 7,000 in 1900/01, as Surayi Devlet Azasi in Istanbul, when 99 per cent of paid officials earned less. In all, 43 years of salary come to 2,026,800 kuruş, 7.7 times what an official on the median salary earned in those years, a level reached by 14 of the 3,805 officials paid for five years or more. The final annual entry is for 1908/09. The honours of Suleyman Resat were a rank (rütbe) and the Mecidi order.
