Life#
Born in Istanbul in 1847/48 (AH 1264), İsmail Hakkı Efendi came from the Muslim (Müslüman) community; the father's occupation was "Cerrah". İsmail Hakkı had 14 years of schooling, at the School of Medicine (Tıbbiye Mektebi), attended the telegraph school as well, wrote Turkish and had some knowledge of Arabic and French, and held a qualification (a diploma, certificate, training or decoration).
Work began in Istanbul in 1865/66, at about 17, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1867/68, places İsmail Hakkı in Istanbul, the birthplace, as a communications official (Muhabere Memuru). İsmail Hakkı then moved to Niš (Niş) and Izmir (İzmir) from 1868 to 1873, then back to Istanbul from 1873 to 1897, with a rise to a post in the office for important affairs (Mühimme Kalemi) in 1876/77. From 1897 to 1907 the annual entries place İsmail Hakkı in Okcubasi. Entries spanning 41 years are rare, reached by fewer than 3 per cent of the 5,211 officials.
The salary went from 400 kuruş a month in 1867/68 to 600 in 1899/1900, the peak, as an official (Memur) in Okcubasi, when 70 per cent of paid officials earned less. The final annual entry is for 1906/07.
