Life#
Mustafa Efendi was born in Sivas in 1855/56 (AH 1272) into the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi); Mustafa also wrote Turkish and spoke Kurdish. Few officials knew Kurdish; only 12 of the 5,211 officials did.
Mustafa began work in Sivas in 1884/85, at about 29, on a first salary of 300 kuruş. Fewer than 5 per cent of the 5,128 officials whose age at first work is known began work at 29 or older. The first annual entry, for 1884/85, places Mustafa in Sivas, the birthplace, as a policeman (Polis), where the entries run to 1886/87. The annual lists then follow Mustafa back to Sivas from 1892 to 1897. Next came Tokat from 1897 to 1900, with a rise to police commissioner, second class (2. Sınıf Polis Komiseri) in 1897/98. The last posts were in Şebinkarahisar (Karahisar-ı Şarki) from 1900 to 1903. The lists give İstifa (resignation) for 1887/88 instead of a title.
Pay rose from 300 kuruş a month in 1884/85 to a peak of 500 in 1897/98, as 2. Sınıf Polis Komiseri in Tokat, when half the paid officials earned less. The last annual entry is for 1902/03.
