Life#
Born in Korçë (Görice) in 1857/58 (AH 1274), Muharrem Bey came from the Muslim (Müslüman) community. Muharrem had seven years of schooling, at a middle school (Rüşdiye Mektebi), knew four languages, Turkish in writing and Albanian, Arabic and Persian in speech, and held a qualification (a diploma, certificate, training or decoration). Albanian was rare in the service, known to 18 of the 5,211 officials.
Muharrem began work in the Tahrirat Kalemi in Korçë in 1873/74, at about 16, with four unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The first annual entry, for 1877/78, places Muharrem in Korçë, the birthplace, in the correspondence office (Tahrirat Kalemi), where the entries run to 1880/81. The annual lists then follow Muharrem to Biga from 1883 to 1903, with a rise to a post in the Land Registry office (Defter-i Hakani Kalemi), then Beirut (Beyrut) from 1903 to 1909, with a rise to DH Muduru in 1907/08. The last posts were in Ioannina (Yanya) from 1909 to 1911 and Sivas in 1911.
Pay rose from 250 kuruş a month in 1877/78 to a peak of 2,500 in 1907/08, as DH Muduru in Beirut, when 95 per cent of paid officials earned less. The last annual entry is for 1911. Muharrem received a rank (rütbe).
