Life#
Ali Saib Bey was born in Hillah (Hille) in 1859/60 (AH 1276) into the Muslim (Müslüman) community; the father was a governor of a sub-province (mutasarrıf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Ali Saib also wrote Arabic, Persian and Turkish, and held a qualification (a diploma, certificate, training or decoration).
Work began in the Muhasebe Kalemi in Baghdad (Bağdat) in 1875/76, at about 16, with two unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The annual lists begin in 1877/78, with Ali Saib in the accounts office (Muhasebe Kalemi) in Necid, where the entries run to 1879/80. Ali Saib then moved to six places in 15 years, with a rise to a post in the Land Registry office (Defter-i Hakani Kalemi) in 1880/81. The last posts were in Basra again from 1895 to 1904.
The salary went from 500 kuruş a month in 1877/78 to 2,000 in 1880/81, the peak, in the Defter-i Hakani Kalemi in Basra, when 93 per cent of paid officials earned less. Over 28 years the salaries add up to 435,840 kuruş, 2.6 times what an official on the median salary earned, a level reached by fewer than 6 per cent of the 3,805 officials paid for five years or more. The last annual entry is for 1903/04. Ali Saib received a rank (rütbe).
