Life#
Born in Korçë (Görice) in 1872/73 (AH 1289), Mehmet İzzet Efendi came from the Muslim (Müslüman) community; the father was a teacher (muallim). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Korçë in 1885/86, at about 14, with seven unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 6 per cent worked unpaid for seven years or longer. The annual lists begin in 1892/93, with Mehmet İzzet as a communications official (Muhabere Memuru) in Sivas. Next came Cizre, Adana, Edirne and Derin, four places in 11 years, with a rise to Muhabere Memuru in 1895/96 and to director of the third grade (3. Müdür) in 1900/01. For 1896 to 1900 the lists have no entry. In 1904/05 the lists place Mehmet İzzet in Ioannina (Yanya). Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.
The salary went from 300 kuruş a month in 1892/93 to 600 in 1900/01, the peak, as 3. Müdür in Derin, when 67 per cent of paid officials earned less. The final annual entry is for 1904/05.
