Life#
Born in Bitola (Manastır) in 1846/47 (AH 1263), Abdullah Hilmi Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Abdullah Hilmi had seven years of schooling, at a middle school (Rüşdiye Mektebi), and wrote Turkish and had some knowledge of Bulgarian.
Work began in 1861/62, at about 15, paid from the start, on 25 kuruş a month. The annual lists begin in 1869/70, with Abdullah Hilmi as a communications official (Muhabere Memuru) in Serres (Siroz). Abdullah Hilmi then moved to six places in 16 years, from Ioannina (Yanya) to Diyarbakır, with a rise to assistant inspector (Müfettiş Muavini) in 1883/84, then back to Diyarbakır from 1886 to 1892. The last posts were in Sivas again from 1892 to 1894, with a rise to director of the first grade (1. Müdür). Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.
The salary went from 300 kuruş a month in 1869/70 to 1,500 in 1892/93, the peak, as 1. Müdür in Sivas, when 94 per cent of paid officials earned less. In all, 24 years of salary come to 255,360 kuruş, 1.7 times what an official on the median salary earned in those years. The last annual entry is for 1893/94.
