Life#
Born in Mudurnu in 1853/54 (AH 1270), Ahmet Rüştü Efendi came from the Muslim (Müslüman) community; the father was an army major (binbaşı). Ahmet Rüştü had seven years of schooling, at a middle school (Rüşdiye Mektebi), and attended the telegraph school as well.
Work began in Istanbul in 1869/70, at about 16, with one unpaid year as a mülazım (apprentice) before a first salary of 250 kuruş. The first annual entry, for 1870/71, places Ahmet Rüştü in Üsküdar as a communications official (Muhabere Memuru). Ahmet Rüştü then moved to six places in 13 years, then Suriye from 1883 to 1888. The annual lists then follow Ahmet Rüştü to four places in 15 years, then Van from 1903 to 1908, with a rise to inspector (Müfettiş) and to chief director (Başmüdür) in 1904/05. The last post was in Diyarbakır in 1908/09. In all, 12 provinces on two continents, a number reached by only 6 of the 5,200 officials with a place of service. Few careers in the lists are as long; fewer than 4 per cent of the 5,211 officials have entries spanning 40 years or more.
The salary went from 250 kuruş a month in 1870/71 to 3,000 in 1904/05, the peak, as Başmüdür in Van, when 98 per cent of paid officials earned less. The final annual entry is for 1908/09.
