Life#
Born in Veliko Tarnovo (Tırnova) in 1846/47 (AH 1263), Mustafa Tıfli Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Mustafa Tıfli began work in Veliko Tarnovo in 1863/64, at about 16, with five unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1868/69, places Mustafa Tıfli in Veliko Tarnovo, the birthplace, as a communications official (Muhabere Memuru). The annual lists then follow Mustafa Tıfli to Ruse (Rusçuk) and Tuna from 1869 to 1876, then Bilecik from 1876 to 1882. Mustafa Tıfli then moved to Hudavendigar from 1882 to 1903, with a rise to assistant inspector (Müfettiş Muavini). The last posts were in Mudanya from 1903 to 1907, with a rise to director of the second grade (2. Müdür). Entries spanning 40 years are rare, reached by fewer than 4 per cent of the 5,211 officials.
Pay rose from 400 kuruş a month in 1868/69 to a peak of 1,300 in 1904/05, as 2. Müdür in Mudanya, when 93 per cent of paid officials earned less.
