Life#
Born in Veliko Tarnovo (Tırnova) in 1860/61 (AH 1277) into the Muslim (Müslüman) community, Mustafa Enver Efendi was the child of an accounts official (muhasebe memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 16, in 1876/77, Mustafa Enver began work in Veliko Tarnovo, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1877/78, with Mustafa Enver as a communications official (Muhabere Memuru) in Shumen (Şumnu). Mustafa Enver then moved to Istanbul from 1878 to 1900, with a rise to chief communications official (Başmuhabere Memuru) in 1894/95. The last posts were in Bab-i vala from 1900 to 1902 and Kuruçeşme in 1902/03, with a rise to director (Müdür) in 1900/01.
Pay rose from 400 kuruş a month in 1877/78 to a peak of 2,000 in 1900/01, as Müdür in Bab-i vala, when 96 per cent of paid officials earned less. In all, 27 years of salary come to 224,520 kuruş, 1.4 times what an official on the median salary earned in those years. The final annual entry is for 1902/03.
