Life#
Mustafa Nail Efendi was born in Istanbul in 1861/62 (AH 1278), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 16, in 1877/78, Mustafa Nail began work in Istanbul, with half a year without pay as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1877/78, with Mustafa Nail as a communications official (Muhabere Memuru) in Shumen (Şumnu). Next came Louros (Loros) and Konya from 1878 to 1882, then Ilgın from 1882 to 1889. The annual lists then follow Mustafa Nail to four places in five years, with a rise to chief communications official (Başmuhabere Memuru) in 1893/94. The last posts were in Ergani from 1894 to 1901, with a rise to director of the third grade (3. Müdür). Few officials served in as many places; fewer than 6 per cent of the 5,200 officials with a place of service did.
The salary went from 400 kuruş a month in 1877/78 to 600 in 1878, the peak, as Muhabere Memuru in Louros, when 46 per cent of paid officials earned less. Over 25 years the salaries add up to 136,500 kuruş, 89 per cent of what an official on the median salary earned. After the last annual entry, for 1900/01, the list of 1901/02 (AH 1319) gives the status word Vefat (death).
