Life#
Halil Efendi was born in Chania (Hanya) in 1851/52 (AH 1268) into the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi); Halil also attended the telegraph school and wrote Greek (Rum) as well as Turkish.
At about 23, in 1875/76, Halil began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1877/78, places Halil in Shumen (Şumnu) as a communications official (Muhabere Memuru). For 1878 to 1879 the lists have no entry. Next came Refahiye from 1879 to 1886, then Yıldızeli (Yenihan) from 1886 to 1888. The annual lists then follow Halil to Hınıs from 1888 to 1896, then Keskin from 1896 to 1901, with a rise to director of the third grade (3. Müdür). The last posts were in İspir from 1901 to 1903.
The salary went from 400 kuruş a month in 1877/78 to 600 in 1896/97, the peak, as 3. Müdür in Keskin, when 73 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 540 kuruş. In all, 25 years of salary come to 138,960 kuruş, about what an official on the median salary earned in those years. The last annual entry is for 1902/03.
