Life#
Born in Sivas in 1850/51 (AH 1267), Ömer Nuri Efendi came from the Muslim (Müslüman) community; the father was a telegraph director (telgraf müdürü). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 17, in 1868/69, Ömer Nuri began work in Bitlis, with seven unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1875/76, places Ömer Nuri in Vidin as a communications official (Muhabere Memuru). The annual lists then follow Ömer Nuri to seven places in 11 years, from Batumi (Batum) to Arapgir, then Divriği from 1886 to 1901. The last posts were in Nevşehir in 1901/02, as a director of the second grade (2. Müdür), and Divriği in 1902/03 and Al Luhayyah (Luhayye) from 1903 to 1905. Few officials served in as many provinces; fewer than 2 per cent of the 5,200 officials with a place of service did. The farthest post, Al Luhayyah, lay about 2,750 km from Sivas, and fewer than 3 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
Pay rose from 400 kuruş a month in 1875/76 to a peak of 1,500 in 1903/04, as 1. Müdür in Al Luhayyah, when 94 per cent of paid officials earned less. The final annual entry is for 1904/05.
