Life#
Mehmet Sabri Efendi was born in Kemaliye (Eğin) in 1874/75 (AH 1291) into the Muslim (Müslüman) community; the father's occupation was "Hazinei Hassa Hademesi". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1896/97, at about 22, with three unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The first annual entry, for 1899/1900, places Mehmet Sabri in Divriği as a communications official (Muhabere Memuru), where the entries run to 1903/04. The last posts were in Zara and Şebinkarahisar (Karahisar-ı Şarki) from 1904 to 1907 and Elazığ in 1907/08.
Pay rose from 300 kuruş a month in 1899/1900 to a peak of 500 in 1907/08, as Muhabere Memuru in Elazığ, when 65 per cent of paid officials earned less. The last annual entry is for 1907/08. Mehmet Sabri probably has an entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde Eğinli (Kemaliyeli) Devlet adamları ..." by ÖMER FERİT İMLAK (2012) (the name and the birthplace agree).
