Life#
Mustafa Sabri Efendi was born in Kemaliye (Eğin) in 1874/75 (AH 1291) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Kemaliye in 1897/98, at about 23, with eight unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. Fewer than 4 per cent of the 5,142 officials with a known apprenticeship worked unpaid for eight years or longer. Every annual entry from 1905/06 to 1907/08 places Mustafa Sabri in the same post, communications official (Muhabere Memuru), in Kosova.
The salary never rose above the first in the lists, 300 kuruş a month in 1905/06, as Muhabere Memuru in Kosova, when 23 per cent of paid officials earned less. Over three years the salaries add up to 10,800 kuruş, 73 per cent of what an official on the median salary earned. The final annual entry is for 1907/08. An entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde Eğinli (Kemaliyeli) Devlet adamları ..." by ÖMER FERİT İMLAK (2012) probably refers to Mustafa Sabri, since the name and the birthplace agree.
