Born in Karadeniz Ereğli in 1873/74 (AH 1290), İsmail Hakkı Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).

At about 30, in 1903/04, İsmail Hakkı began work in Eregli, with two unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. Few began so late; fewer than 4 per cent of the 5,128 officials whose age at first work is known started at 30 or older. From the first annual entry, for 1905/06, to 1907/08, every annual entry places İsmail Hakkı in the same post, communications official (Muhabere Memuru), in Lüleburgaz.

The salary never rose above the first in the lists, 380 kuruş a month in 1905/06, as Muhabere Memuru in Lüleburgaz, when 35 per cent of paid officials earned less. The last annual entry is for 1907/08.
