Life#
Abbas Rüştü Efendi was born in Yozgat in 1873/74 (AH 1290) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Yozgat in 1886/87, at about 14, with four unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The annual lists begin in 1890/91, with Abbas Rüştü as a communications official (Muhabere Memuru) in Amasya. Abbas Rüştü then moved to ten places in 17 years, from Yozgat to Konya, with a rise to director of the second grade (2. Müdür) in 1904/05 and to inspector (Müfettiş) in 1905/06. The last post was in Sivas again in 1908/09. Few officials served in as many places; fewer than 3 per cent of the 5,200 officials with a place of service did.
Pay rose from 300 kuruş a month in 1890/91 to a peak of 1,500 in 1905/06, as Müfettiş in Aleppo, when 93 per cent of paid officials earned less. Over 18 years the salaries add up to 170,664 kuruş, 1.7 times what an official on the median salary earned. The last annual entry is for 1908/09.
