Life#
Born in Harput in 1876/77 (AH 1293) into the Muslim (Müslüman) community, Ali Galip Efendi was the child of a telegraph official (telgraf memuru). Work began in Elazığ in 1886/87, at about 11, with four unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. Few began so young; fewer than 2 per cent of the 5,128 officials whose age at first work is known started at 11 or younger. The annual lists begin in 1890/91, with Ali Galip as a communications official (Muhabere Memuru) in Malatya, where the entries run to 1893/94. Next came Diyarbakır from 1894 to 1901, then Merzifon from 1901 to 1906. The annual lists then follow Ali Galip to Diyarbakır in 1906/07, then Erzurum from 1907 to 1911, with a rise to director of the second grade (2. Müdür) and to chief director (Başmüdür) in 1909/10. The last post was in Istanbul in 1911/12.
The salary went from 250 kuruş a month in 1890/91 to 2,500 in 1909/10, the peak, as Başmüdür in Erzurum, when nine in ten paid officials earned less. The final annual entry is for 1911/12. Ali Galip probably has an entry in "Sicill-i ahvâl defterlerine göre Harputlu devlet adamları" by ENES MUTLUAY (2018) (the name and the birthplace agree).
