Life#
Mehmet Hayri Efendi was born in Pleven (Plevne) in 1876/77 (AH 1293), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Erzurum in 1887/88, at about 12, with three unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. Few began so young; fewer than 3 per cent of the 5,128 officials whose age at first work is known started at 12 or younger. The annual lists begin in 1890/91, with Mehmet Hayri as a communications official (Muhabere Memuru) in Ağrı (Karakilise), where the entries run to 1893/94. From 1894 to 1897 the annual entries place Mehmet Hayri in Erzurum.
The salary went from 300 kuruş a month in 1890/91 to 500 in 1896/97, the peak, as Muhabere Memuru in Erzurum, when half the paid officials earned less.
