Life#
İsmail Hakkı Efendi was born in Erzurum in 1845 (AH 1261) into the Muslim (Müslüman) community; the father's occupation was "Tegmen". Schooling took four years, at a school for young children (Sıbyan Mektebi).
At about 21, in 1866/67, İsmail Hakkı began work in Erzurum, with half a year without pay as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1866/67, with İsmail Hakkı as a communications official (Muhabere Memuru) in Erzurum, the birthplace, where the entries run to 1870/71. Next came Oltu from 1871 to 1873, then a return to Erzurum from 1873 to 1875. The annual lists then follow İsmail Hakkı to Muş, Hınıs and Bitlis from 1875 to 1887, with a rise to director of the second grade (2. Müdür) in 1880/81, then back to Erzurum from 1887 to 1899, with a rise to assistant inspector (Müfettiş Muavini) in 1894/95. The last post was in Diyarbakır in 1899/1900.
The salary went from 200 kuruş a month in 1866/67 to 1,200 in 1894/95, the peak, as Müfettiş Muavini in Erzurum, when 91 per cent of paid officials earned less.
