Life#
Born in Constanța (Köstence) in 1845 (AH 1261), İsmail Sabri Efendi came from the Muslim (Müslüman) community. İsmail Sabri had four years of schooling, at a school for young children (Sıbyan Mektebi).
At about 18, in 1863/64, İsmail Sabri began work in Constanța, with three unpaid years as a mülazım (apprentice) before a first salary of 480 kuruş. The annual lists begin in 1866/67, with İsmail Sabri as a communications official (Muhabere Memuru) in Babadag (Babadağ), where the entries run to 1868/69. İsmail Sabri then moved to nine places in 25 years, with a rise to director of the second grade (2. Müdür) in 1874/75 and to travelling postal official (Seyyar Memur) in 1880/81, then Arhavi from 1893 to 1906. The last post was in Trabzon in 1906/07. Few officials served in as many places; fewer than 2 per cent of the 5,200 officials with a place of service did. Entries spanning 42 years are rare, reached by fewer than 3 per cent of the 5,211 officials.
The salary went from 480 kuruş a month in 1866/67 to 1,000 in 1880/81, the peak, as Seyyar Memur in Ioannina, when 84 per cent of paid officials earned less. The peak lasted a single year; the next list gives 600 kuruş. Over 38 years pay ended below where it began, 430 kuruş against 480. The last annual entry is for 1906/07.
