Life#
Born in Debar (Debre) in 1845 (AH 1261) into the Muslim (Müslüman) community, Muharrem Vehbi Efendi was the child of a clerk (ketebe). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Muharrem Vehbi began work in Prizren in 1862/63, at about 17, with four unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1866/67, with Muharrem Vehbi as a communications official (Muhabere Memuru) in Gradačac (Gradaçaç). Next came Prizren from 1867 to 1869, then a return to Gradačac from 1869 to 1872. Muharrem Vehbi then moved to Pljevlja (Taşlıca) from 1872 to 1890, with a rise to director of the second grade (2. Müdür) in 1880/81. The last posts were in Sjenica (Seniçe) from 1890 to 1892 and Beirut (Beyrut) in 1892/93.
The salary went from 400 kuruş a month in 1866/67 to 1,200 in 1892/93, the peak, as Müfettiş Muavini in Beirut, when nine in ten paid officials earned less.
