Life#
Born in Debar (Debre) in 1870/71 (AH 1287), Mehmet Rıza Efendi came from the Muslim (Müslüman) community; the father was a clerk (ketebe). Mehmet Rıza had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 21, in 1891/92, Mehmet Rıza began work in Skopje (Üsküp), paid from the start, on 400 kuruş a month. The annual lists begin in 1891/92, with Mehmet Rıza as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in Skopje, where the entries run to 1893/94. Mehmet Rıza then moved to Bernifce in 1894/95, then Veles (Köprülü) from 1895 to 1901. The last posts were in Thessaloniki (Selanik) from 1901 to 1907, first as Muhaberat-ı Ecnebiye Memuriyeti, from 1905/06 as a chief official for foreign communications (Muhaberat-ı Ecnebiye Başmemuru).
Pay rose from 400 kuruş a month in 1891/92 to a peak of 1,200 in 1905/06, as Muhaberat-ı Ecnebiye Başmemuru in Thessaloniki, when nine in ten paid officials earned less. In all, 16 years of salary come to 145,200 kuruş, 1.5 times what an official on the median salary earned in those years. The final annual entry is for 1906/07.
