Life#
Born in Sarajevo (Saraybosna) in 1870/71 (AH 1287), Sevan Efendi came from the Greek Orthodox Christian (Rum) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Sevan also wrote Turkish and spoke Greek (Rum).
Sevan began work in Skopje (Üsküp) in 1889/90, at about 19, with two unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1891/92, with Sevan as a postal official (Posta Memuru) in Skopje, where the entries run to 1895/96. The last post was in Edirne in 1896/97, with a rise to official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti).
Pay rose from 200 kuruş a month in 1891/92 to a peak of 380 in 1896/97, as Muhaberat-ı Ecnebiye Memuriyeti in Edirne, when 28 per cent of paid officials earned less. Over six years the salaries add up to 16,560 kuruş, 46 per cent of what an official on the median salary earned. The final annual entry is for 1896/97.
