- handle international traffic under the conventions of the International Telegraph Union, which the empire joined at its founding in 1865
Hard skills
- French, the main foreign language of the service, with English second
- in 1869 the service also worked in Italian and German
Requirements for entry
- knowledge of French
- under the first regulation, officials for the French-language work were trained only in the Istanbul office, no more than six at a time
Rank and pay
In the paper's sample the foreign-language telegraph work had a median salary of 500 kuruş a month, against 400 for the other telegraph work.
History
The first telegrams of the Ottoman system were in French, and many early officials came from the Translation Office (Tercüme Odası) because they knew French. In 1871 all 60 officials of the Beyoğlu office were French-language communication officials, against 4 of the 27 officials of the Dersaadet office. The postal guide of 1884 lists 35 telegraph offices working only in foreign languages and 111 working in Turkish and foreign languages, of 563.
