Life#
Born in Silivri in 1836/37 (AH 1252) into the Greek Orthodox Christian (Rum) community, Israti Efendi was the child of a tradesman (esnaf). Israti had four years of schooling, at a Greek Orthodox school (Rum Mektebi), and attended the telegraph school as well. In all Israti knew four languages, English, Greek (Rum), Italian and Turkish, all in writing; fewer than 5 per cent of the 5,211 officials knew as many.
Work began in Istanbul in 1858/59, at about 22, with two unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The annual lists begin in 1860/61, with Israti as a communications official (Muhabere Memuru) in Beyoğlu. Israti then moved to Izmir (İzmir) and Gelibolu from 1861 to 1864, then Çanakkale from 1864 to 1872, with a rise to chief communications official (Başmuhabere Memuru). Next came a return to Izmir from 1872 to 1901, with a rise to official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti). The last posts were in Beirut (Beyrut) from 1901 to 1903 and Izmir again in 1903/04. Entries spanning 45 years are rare, reached by fewer than 1 per cent of the 5,211 officials.
Pay rose from 500 kuruş a month in 1860/61 to a peak of 1,500 in 1876/77, as Muhaberat-ı Ecnebiye Memuriyeti in Izmir, when nine in ten paid officials earned less. The final annual entry is for 1903/04.
