Life#
Ali Rıza Efendi was born in Istanbul in 1837/38 (AH 1253) into the Muslim (Müslüman) community; the father was a tax farmer (mültezim). At about 22, in 1859/60, Ali Rıza began work in Yozgat, paid from the start, on 750 kuruş a month. The annual lists begin in 1860/61, with Ali Rıza as a director of the first grade (1. Müdür) in Yozgat, where the entries run to 1862/63. Ali Rıza then moved to Üsküdar in 1863/64 and Samsun in 1864/65, then Trabzon from 1865 to 1870. The annual lists then follow Ali Rıza to Harput and Ioannina (Yanya) from 1870 to 1876, then back to Trabzon from 1876 to 1879, with a rise to 1. Müdür. Next came Kastamonu from 1879 to 1881. From 1881 to 1904 the annual entries place Ali Rıza in Istanbul, the birthplace, first as a communications official (Muhabere Memuru), from 1888/89 as Kontrol Kalemi Basmemuru and from 1889/90 as Kalem Muduru. Entries spanning 45 years are rare, reached by fewer than 1 per cent of the 5,211 officials. Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.
Pay rose from 1,500 kuruş a month in 1860/61 to a peak of 2,000 in 1900/01, as Kalem Muduru in Istanbul, when 96 per cent of paid officials earned less. The final annual entry is for 1903/04.
