Life#
Born in Istanbul in 1837/38 (AH 1253) into the Muslim (Müslüman) community, Ali Riza Efendi was the child of an army major (binbaşı). Work began in the Maliye Kalemi in Istanbul in 1853/54, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 30 kuruş. The annual lists begin in 1856/57, with Ali Riza in the Maliye Kitabeti in Istanbul, the birthplace, where the entries run to 1860/61. Ali Riza then moved to Aleppo in 1861/62, as Rusumat Baskitabeti, then back to Istanbul from 1863 to 1870. The annual lists then follow Ali Riza to six places in ten years, then back to Istanbul from 1880 to 1882. The last posts were in Serres (Siroz) from 1882 to 1890. Few officials served in as many provinces; fewer than 4 per cent of the 5,200 officials with a place of service did.
Pay rose from 30 kuruş a month in 1856/57 to a peak of 4,000 in 1870/71, as Sancak Muhasebecisi in Sulaymaniyah, when 97 per cent of paid officials earned less. Over 32 years the salaries add up to 628,680 kuruş, 3.1 times the median official's. Pay rose to 133.3 times the first salary; only 8 of the 2,859 officials paid for ten years or more rose as far. The final annual entry is for 1890/91. Ali Riza received the Mecidi order. The reason given for the resignation reads: "Pederi vefat etti".
