Life#
Hüseyin Lebib Efendi was born in Istanbul in 1832/33 (AH 1248), into the Muslim (Müslüman) community. Work began in Istanbul in 1853/54, at about 21, with three unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1856/57, with Hüseyin Lebib as an official (Memur) in Istanbul, the birthplace. Next came Vidin from 1857 to 1864, with a rise to director of the first grade (1. Müdür), then Istanbul in 1864/65. The annual lists then follow Hüseyin Lebib to Bosna from 1865 to 1872, with a rise to inspector (Müfettiş), then Trabzon, Beyoğlu, Izmir (İzmir), Istanbul and Hudavendigar, five places in five years. From 1877 to 1891 every annual entry places Hüseyin Lebib again in Istanbul. Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.
The salary went from 250 kuruş a month in 1856/57 to 4,000 in 1865/66, the peak, as Müfettiş in Bosna, when 97 per cent of paid officials earned less. - Beraat / müdüriyet-i mezkureden hakkında vuku bulan bazı isnadatdan dolayı infisal eylemiş ise de Şurâ-yı Devlet’te icra olunan muhakemesinde azviyyat-ı mezbureden beraet-i zimmet eylemiştir.; Zimmet/ Mumaileyhin bin küsur frank zimmeti ile istihkakdan fazla üç bin küsur maaş aldığı tahakkuk ettiğine ve memuriyetinin istihkakı olmaksızın aldığı mebaliğ zimmet-i emiriye add olunacağı binaen bunlardan dolayı taht-ı muhakemeye alınmasına Şurâ-yı Devlet kararıyla bi’l-istizan sene-i merkume şehr-i şerif-i Ramazanının sekizinde (14 Mart sene 1309) irade-i seniyye-i hazret-i hilafet-penahî şeref-sadır buyrulmuştur. Mumaileyhin bâlâda muharrer olduğu üzere zimmet-i emiriyesinden dolayı Şurâ-yı Devlet Bidayet Mahkemesi’nce muhakemesi neticesinde meblağ-ı mezburu kasden zimmetine geçirmiş olması usulen sabit olamayıp bu paranın bir kısmı kaiden kendisinin tazmin etmesi iktiza eden mebaliğden ve bir kısmı dahi hastalık halinde ve tedkik-i hesaba gayr-i müsait ihtar-ı ayat içinde iken talebi üzerine hanesine gönderilmiş akçelerden ibaret idiğine ve kendisi kırk seneden beri hidemat-ı devlette sadıkane ifa-yı vazife etmiş asdika-yı bendegân-ı saltanat-ı seniyyeden olarak bu babda isnad ve irtikaba mahal olmadığına binaen hukuk-ı umumiyyeden beraetine ekseriyetle ve taleb olunmakta olan dokuz bin iki yüz elli dört kuruş on paranın maa masarıf-ı muhakeme mumaileyh ile kefili tuhfeciler kethüda vekili Keşişyan Hamparson Efendi’den tahsiline ve meblağ-ı mezbur için tarih-i istid‘adan itibaren güzeşte nizamı yürütülmesine ve masarıf-ı muhakeme olan üç yüz altmış dört kuruş on paranın mumaileyhaya hakk-ı müracatı olmak üzere Telgraf ve Posta Nezareti veznesinden ahzına müttefiken verilen karara havi olup kesb-i katiyyet etmiş olan ilam mucebince icra-yı icabı Şurâ-yı Devlet riyaseti vekaletinin iş‘arı üzerine Dahiliye Nezareti’ne tebliğ kılındığı 9 Safer sene 1311 tarih ve kırk ikia adetli tezkere-i samiye ile Sicill-i Ahval Daire-i Umumiyesi’ne işar buyrulmuştur. other value | Legal notes (earlier workbook copy); Legal notes (later workbook copy) |
