Life#
Born in Tulcea (Tulça) in 1843/44 (AH 1259) into the Muslim (Müslüman) community, İsmail Hakkı Efendi was the child of an official (memur). Work began in Tolci in 1859/60, at about 16, with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1861/62, with İsmail Hakkı as an official (Memur) in Tulcea, the birthplace. Next came eight places in 11 years, from Gelibolu to İzmit, then Istanbul from 1873 to 1881. İsmail Hakkı then moved to Mecca (Mekke) and Edirne from 1881 to 1887, then back to Istanbul from 1888 to 1893, with a rise to chief communications official (Başmuhabere Memuru) in 1889/90. The annual lists then follow İsmail Hakkı to Hicaz and Adana from 1893 to 1896, with a rise to chief director (Başmüdür) in 1893/94. The last posts were in Trabzon from 1896 to 1901. In all, 12 provinces on two continents, a number reached by only 6 of the 5,200 officials with a place of service. Mecca, about 2,850 km from Tulcea, was the post farthest from the birthplace; fewer than 3 per cent of the 5,162 officials with a known birthplace and place of service served as far from home.
Pay rose from 250 kuruş a month in 1861/62 to a peak of 3,000 in 1893/94, as Başmüdür in Hicaz, when 98 per cent of paid officials earned less. The last annual entry is for 1900/01.
