Life#
Ömer Hilmi Efendi was born in Ekin in 1845/46 (AH 1262) into the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi); Ömer Hilmi also attended the telegraph school.
Ömer Hilmi began work in Istanbul in 1862/63, at about 16, with four unpaid years as a mülazım (apprentice) before a first salary of 475 kuruş. The annual lists begin in 1866/67, with Ömer Hilmi as a communications official (Muhabere Memuru) in Drama. Next came four places in six years, then Aleppo (Halep) from 1873 to 1879. Ömer Hilmi then moved to six places in 14 years, with a rise to inspector (Müfettiş) in 1880/81 and to chief director (Başmüdür) in 1892/93, then Trabzon from 1894 to 1903. The last post was in Aydın in 1903/04. Few officials served in as many provinces; 11 of the 5,200 officials with a place of service did.
Pay rose from 475 kuruş a month in 1866/67 to a peak of 3,200 in 1903/04, as Başmüdür in Aydın, when 99 per cent of paid officials earned less. In all, 38 years of salary come to 860,100 kuruş, 3.6 times what an official on the median salary earned in those years, a level reached by fewer than 4 per cent of the 3,805 officials paid for five years or more.
